Title: Sourcing Engineer - Sourcing Division, Supply Chain Department
Location: Philippines
The Souring Engineer will be responsible for but not limited to the following specific duties:

Drives and effectively manages the outsource activities of the company to achieve Growth Target and cost-competitiveness through partnership with global and local business units.

*
Establishes and cultivates a network of support (laboratory, quality, manufacturing, engineering, sales and marketing) to facilitate completion of assignments. Expand network of corporate resources of 3M staff group, legal, contract administration, property and cost accounting, staff quality and manufacturing, corporate safety, etc. Develop a knowledge and understanding of products, customers and customer needs of the division/staff organization.

Being the primary business contact to the vendors, analyzes/validates the technical requirements & vendors' competency, formulates and implements cost-competitiveness strategies, involved in price negotiation and risk-buy management.

*
Initiates and completes technical activities leading to new or improved products or processes which have significant impact potential. Maintains awareness of scientific/product opportunities and takes initiative to suggest/test ideas. Suggests changes or future direction as needed.

*
Participates in 'make vs buy' decisions through the development and review of manufacturing feasibility studies.

*
Leads cross-functional projects and drive for successful completion of projects/closure of issues using Lean Six Sigma methodology. Identifies, recommends, initiates, and implements programs in area of responsibility to improve and/or enhance: (1) product cost, service, & quality and, (2) process safety and health/environmental impact.

Contributes to the development of proprietary positions where appropriate, including trade secrets, records of invention and patents which have potential benefits to the department/division's business and lead to useable technology/science.

Identifies and implements a comprehensive education plan to continually advance technical skills and personal development as well as enhancing organizational effectiveness. Establishes self as a resource within immediate work group.

*
Provides appropriate and timely documentation of work as required by the business unit.

*
Develops sources for the procurement of outsourced supplies, services and equipment by attending demonstrations; contacting vendors; attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies

Procures outsourced supplies, services and equipment by establishing minimum and maximum inventory levels and reorder quantities; reviewing supply requisitions for authorization and or unusual usage: conferring with vendors; selecting products and equipment by testing, observing or examining items and estimating values of market price; determining method of procurement, i.e., direct purchase, lease or bid.

Basic/Minimum Qualifications:

Engineering degree

*
2 years relevant experience in outsource environment and project management.

* Strong negotiation capability with a great flair in establishing excellent working relationships/partnership.
*
Disciplined team player with good interpersonal, and communication skills.

*
Possesses strong leadership skills to lead cross functional team / project.

*
Demonstrated maturity, initiative, self-motivation and multitasking skills.

*
High degree of computer literacy

Preferred Qualifications:

*
Relevant experience and qualifications in Purchasing and Supply Chain Management will be an added advantage.
