DescriptionThe mission of the DMSCOC is to manage the operational tempo of Organizational Messaging within the four Area Control Centers (ACCs). DMS is an Office of the Secretary of Defense (OSD) mandated program which is tasked with improving official message traffic. DMSCOC is responsible for maintaining the DMS program that was structured to provide, interoperable, seamless, and secure writer-to-reader electronic messaging, create a messaging structure for organizational and individual users in the DoD and provide support to tactical, deployed, shipboard, and Allied systems utilizing DMS via TDMS.DMSCOC is tasked to monitor, maintain, and configure SIPRNET and NIPRNET servers through physical ownership of the equipment, Directory Information Table (DIT) entries (X.400 Based Messaging and X.500 Directory Services). DMSCOC performs and troubleshoots 2nd echelon maintenance, root cause analysis of problems, take corrective actions to resolve problems and restore services, and train and assist Operations Center personnel to perform 1st echelon tasks.The contractor shall provide the following EDM services to support the DMSCOC: Develop, maintain, and execute Continuity of Operations Plan (COOP) for exercises at Marine Corps, Area Control Centers (ACCs) and Alternate Network Operations and Security Center(AltNOSC). Provide on-site technical support consisting of: s ystem administration, installation and troubles hooting support; technical consulting; on-site software/hardware training on DMS software; tactical hardware,and organizational FORTEZZA cards. Provide TDMS support for tactical exercises to the Marine Expeditionary Forces (MEFs). Host all specific services necessary to conduct telephone and video conferences to include DMSCOC customer baseline service. Provide On-the-Job-Training (OJT) for latest version of DMS system. Monitor, track, report, and update on DMSCOC portion of trouble tickets in MCNOSC Remedy and DISA Remedy systems. Field new software versions of DMS, inclusive of installation of new software (both system and enduser versions on-site and remotely. Responsible for the annual audit and site inspection of four Area Control Centers within the USMC Area of Responsibility (AOR). The contractor shall prepare an Audit Report for each of the four Area Control Centers. Test and implement Field Engineering Notices (FENs) and draft messages to direct actions via Operational Directives (OpDirs) and report compliance or status of all ACCs to DISA via the chain of command. Provide maintenance to the DMS Directory Information Table (DIT), ensuring that all Plain Language Addresses (PLAs), Distinguish Names (DNs) and routing modifications are in accordance withDISA standards. Monitor and maintain DMSCOC system components such as Directory Service Agents (DSAs), Mail List Agents (MLA) and Domain Controllers (DCs). Coordinate with and communication to all regional teams on DMS related projects, incidents, service requests, and changes. Provide regional backup and restore procedures and event monitoring.· Provide 24x7x365 support. IAT-2/Security+
