PURPOSE

Advise, support, and inform environmental management and regulatory processes regarding pre-construction, construction, and operations. Support environmental permitting matters conducted by Haynesville Production Unit operations. Development and implementation of systems ensuring compliance with applicable regulations and company-wide HSEC Policies and Standards.

Coordinate the development of implementation Environmental and Regulatory projects and implement controls, participate in or lead review workshops, and provide guidance on environmental issues that may impact sustainable operations.

Specialist development, implementation, and assessment of HSE management plans. Participation in planning and preparation for corporate and external audits.
ACCOUNTABILITIES

Support development and implementation of systems to assure compliance with environmental controls. Develop, implement, and assess management plans

Maintain HPU Regulatory Approvals Register and quality assurance program for permits and plans developed by HPU HSE Operations personnel.

Influence positive outcomes with various regulatory agencies concerning HSE and Operations through timely and professional engagement on regulatory matters.

Ensure key internal stakeholders are familiar with issues that will or may impact existing operations

Lead compliance programs for internal and external reporting activities.

Maintain compliance with Federal, State and local HSE and Operational requirements. Ensure Operations are in compliance with existing permits and regulations. Provide updates to HPU Compliance and Commitments Register for new or modified regulations application to HPU.

Implement HSEC Management Standards, Protocols and Procedures to meet internal compliance requirements

Provide regulatory support and advice for established production operations and associated activities, including the design, construction, installation and commissioning of new facilities within the Haynesville operation.

Ensure compliance with Corporate, Petroleum Division and Production Unit HSEC Management Standards, Protocols and Procedures, as well as relevant Project Management Processes, and maintain regular liaison with key HSEC stakeholders.

Support the alignment of regulatory requirements with the BHPB Fatal Risk Control Protocols and other relevant internal processes.

Conduct periodic regulatory audits to verify compliance and report on current status/gaps.

Report to HSE and Operations leadership on regulatory activities that will or may potentially impact the Haynesville operations.

Facilitate the legal and regulatory requirements associated with delivery of new projects through coordination with relevant subject matter experts.

Provides advice and input to the sub-contractors on relevant regulatory issues, as appropriate.

Represent the production unit in key regulatory stakeholder meetings, including meetings with government agencies, local content committees, non-governmental organizations and communities to ensure alignment of project and operational objectives.

Maintain appropriate files relating to assigned regulatory activities

Coordinate and plan regulatory submissions to ensure timely and accurate preparation and submittal of documentation.

The HSE Regulatory Specialist will be an office based position and will be a full time position reporting to the HPU HSE Regulatory and Environment Supervisor. The role will provide support for the sites formally through the HSE team.
EXPERIENCE AND QUALIFICATIONS

BSc in a related Engineering or Science discipline.

Qualification and experience in an Regulatory and/or HSE discipline

5+ years HSE/Regulatory experience is preferred

Upstream (Oil & Gas) experience (Projects or Production) is preferred

Demonstrated successful relationships with US regulators and other stakeholders

Strong Communication and Presentation skills
