Burns & McDonnell Engineering Company, Inc. is seeking a senior level professional to lead and manage our growing business to assist our clients with their environmental and stormwater permitting requirements in Virginia. A familiarity with or willingness to learn the various permitting requirements of other states such North Carolina, Maryland, West Virginia and the District of Columbia a plus. This position will require a thorough knowledge of the Virginia Department of Environmental Quality, Virginia Department of Conservation & Recreation, and U.S. Army Corps of Engineers permitting requirements associated with the development and construction of new land disturbing projects. The preferred applicant will also possess knowledge of stormwater and erosion & sediment control permitting requirements, the Virginia Department of Historic Resources permitting requirements for cultural resources, familiarity with the National Environmental Policy Act, and Section 404 of the Clean Water Act. Additionally, this position will require supporting the development of permit applications, amendments, reports, regulatory submissions, and data analysis. A combination of field activities and time spent in the office writing, reviewing, and assembling documents, correspondence, schedules, and additional project deliverables will be required. Proposal preparation; project management of multiple projects; and leadership, guidance, and instruction to less experienced staff members also required. Position would be based in Richmond, Virginia or Norfolk, Virginia depending on the experience and suitability of the applicant. Additional responsibilities include:
  • daily interface with various agencies, clients and team members to verify compliance, obtain approvals, conduct reviews, and prepare responses in a timely manner
  • applying creative solutions to natural resources and stormwater permitting
  • advising clients of appropriate strategies to obtain permits and maintain compliance with regulations and permit conditions
  • knowledge of USACE, EPA, and various state and local regulations pertaining to the permitting of new projects
  • publication of technical papers and delivering presentations at conferences
  • some travel and overnight stays will be required
