Program Quality Assurance Services (PQA) implements the Department of Elementary and Secondary Education's (ESE) compliance monitoring and complaint management system for school districts, charter schools, collaboratives, and approved private special education schools and provides technical assistance to school personnel and the public.

The Monitoring and Compliance Special Projects Coordinator is responsible for special projects that include the Web-based Monitoring System (WBMS) for Coordinated Program Reviews and Mid-cycle Reviews, the collection and reporting of compliance monitoring information for annual reporting to the Office of Special Education Programs (OSEP), and internal systems to track all monitoring activities that are primarily related to the major program areas of special education and civil rights.

The selected candidate will provide expertise and perform the following functions:

develop and lead continuous refinement and enhancement of the monitoring system to respond to changed priorities of the Department, and/or the interpretations of state and federal regulatory requirements;

provide leadership for Project Management Team (PMT) meetings;

act as contributing member/subject matter expert in discussions between the PMT and Kyran, the software developer for the WBMS, regarding enhancements and design specifications to meet PQA objectives;

communicate with Kyran on a regular basis on the identification/resolution of issues and enhancements;

oversee the collection and analysis of compliance monitoring data for special education that is gathered through the Coordinated Program Review and Mid-Cycle Review processes;

provide software technical assistance to PQA, school districts, and agencies and conduct software management/maintenance activities;

develop and execute software testing protocols with new system enhancements or changes;

develop and coordinate status reports regarding the correction of noncompliance areas to Monitoring Team Supervisors and PQA administrators to monitor school district progress in correcting non-compliance within one year of the published Final Report and to report those results to OSEP;

lead special projects and activities at the direction of PQA administrators that may include serving as a member or chairperson of an onsite monitoring team activity, special research projects, and/or specific data reports to meet a one-time need; and

perform other duties as required.

Based on assignment, travel throughout the Commonwealth may be required.
Qualifications:
Minimum Entrance Requirements:

Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in teaching, educational administration, educational counseling or educational guidance, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the required substitutions below.

I. A Bachelor's degree with a major in education or special education may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in education, special education, administration or educational counseling may be substituted for a maximum of three years of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
Preferred Qualifications:
The successful candidate will possess:

professional teacher preparation and teaching and/or school administration experience;

experience and training in the education of public school students, preferably with students with disabilities;

knowledge of services for linguistic minority students, civil rights requirements or relevant legal training or experience;

ability to seek out relevant data and analyze complex information regarding linguistic minority students and issues;

ability to reach logical conclusions and make sound decisions that are well documented;

ability to plan, schedule and manage workflow;

ability to recognize when a decision is required and when to take action;

ability to get others involved in solving problems and to guide them to accomplish tasks;

ability to perceive the needs, concerns of others and skillfully resolve conflicts;

ability to make logical assessments under pressure and during opposition;

ability to make a clear oral and compelling presentation of facts or ideas;

ability to express ideas clearly in writing and to write appropriately for different audiences;

ability to identify needs and tasks and take action, and be self-directed and self-reliant;

ability to demonstrate a need to achieve in all activities assigned; evidence that work is completed accurately;

ability to demonstrate the possession of a well-reasoned educational philosophy in the area of education for special education and/or linguistic minority students;

ability to oversee workflow and meet all deadlines;

ability to be receptive to critical feedback; and

ability to be receptive to new ideas and change, and the ability to implement change as needed.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION�S RECRUITING GUIDELINES. IN ADDITION, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL ALSO APPLY TO PLACEMENT WITHIN THE SALARY RANGE.
