The Office of English Language Acquisition and Academic Achievement (OELAAA) at the Department of Elementary & Secondary Education (ESE) develops and implements policies and initiatives for English Language Learners (ELL) programs; manages federal and state funds; and provides technical assistance and professional development opportunities to increase the capacity of local educational agencies (LEAs) to serve ELLs.

Rethinking Equity and Teaching for English Language Learners (RETELL) is an ESE initiative designed to improve and support academic achievement of ELLs in the Commonwealth by establishing a systemic approach that reinforces professional development for Sheltered English Immersion (SEI) teachers.

The Department is recruiting (2) RETELL Specialists for OELAAA. The RETELL Specialists are responsible for assisting in the implementation, instruction and evaluation of RETELL professional development courses for all required teachers and administrators as mandated by RETELL legislation.

The selected candidates will perform the following duties:

support district school leaders and OELAAA staff by providing ongoing support, updates and other technical assistance to ensure all required teachers and administrators are provided with the necessary tools to meets all requirements under RETELL legislation;

conduct the SEI Endorsement Course, totaling four to five course sections per semester;

assist in reviewing educator preparation programs' SEI Endorsement syllabi;

provide training to new and existing SEI course instructors as required;

assist in conducting professional development training related to RETELL, World-Class Instructional Design and Assessment (WIDA), and English Language Development (ELD) standards for teachers and administrators throughout the Commonwealth;

assist in ensuring course materials such as handouts, manuals, and syllabi are up to date and accurate;

participate in evaluating the effectiveness of the RETELL course and assist in ensuring adjustments in delivery or content are made and applied throughout the Commonwealth;

attend RETELL instructor, OELAAA and ESE staff meetings for purposes of planning and evaluating the implementation of RETELL;

maintain all appropriate records of course completion and course evaluations; and

perform other duties as assigned.

Based on assignment, travel throughout the Commonwealth may be required.
Qualifications:
Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in teaching, educational administration, educational counseling or educational guidance, or (B) any equivalent combination of the required experience and the substitutions below.

I. A Bachelor's degree with a major in education or special education may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in education, special education, educational administration or educational counseling may be substituted for a maximum of three years of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
Preferred Qualifications:
The successful candidates will possess:

knowledge of curriculum writing for ELLs and developing content of English language development curricula;

knowledge of adult learning theory and its application in professional development;

knowledge of teacher certification requirements for ELLs;

demonstrated knowledge of WIDA, Common Core State Standards (CCSS), RETELL and education reform law;

ability to interpret course evaluation and apply necessary adjustments;

ability to develop and/or refine course materials, including manuals and syllabi;

ability to work collaboratively with schools, districts, consultants and ESE staff;

ability to work in a team environment focused on mutual collaboration; and

ability to prioritize tasks.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION�S RECRUITING GUIDELINES. IN ADDITION, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL ALSO APPLY TO PLACEMENT WITHIN THE SALARY RANGE.
