FMS Mid-Level Program Analyst

Job Description:

Performs FMS acquisition, logistics, and program management throughout the life of FMS Case from implementation to closure.

Essential Job Functions:

Performs analysis, gathers data and provides programmatic recommendations related to major weapons system in response to international customers’ requests.

Assist in the preparation of agenda/minutes and monitoring actions related to various international customer meetings and program reviews.

Obtains, gathers and analyzes cost estimates and delivery information to develop and transmit Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs) (including amendments and modifications) to Navy International Programs Office, utilizing the Defense Security Assistance Management System (DSAMS).

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor’s degree.

Minimum of four (4) years of recent professional experience in Foreign Military Sales (FMS) case/program management.

Must have knowledge and demonstrated understanding of policies governing Security Assistance established in the Arms Export Control Act (AECA) and the Foreign Assistance Act (FAA) and the Security Assistance Management Manual (SAMM, DOD 5105.38-M).

Working knowledge of Microsoft Office software products, databases and the modules within Navy ERP/SAP is required.

Desired Skills:

Defense Acquisition University (DAWIA) training is desired.
