Performs FMS case financial management from implementation to case closure.

Essential Job Functions:

Responsibilities include training, providing guidance and direction to financial analysts and keeping abreast of current business practices/policies related to the FMS financial arena.

Track and monitor commitments, obligations, expenditures and deliveries to ensure accuracy of both the NAVAIR Program Office records and the Management Information System for International Logistics (MISIL).

Perform extensive financial reconciliation actions to include assessment of below the line accessorial costs as reported in the Defense Integrated Financial System (DIFS).

Gather and analyze MISIL and DIFS financial records and proposes resolutions / recommendations for corrective actions to discrepancies.

Prepare financial documentation within the Navy ERP system.

Develop obligation and expenditure forecasts and financial reports for submissions to various Security Assistance agencies and to international customers.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor’s degree.

This position requires a minimum of six (6) years of recent professional experience in Foreign Military Sales (FMS) case financial management.

Must have knowledge and demonstrated understanding of Department of Defense (DOD) policies and Navy regulations as set forth in the Security Assistance Management Manual (SAMM, DOD 5105.38-M) and the Financial Management Regulation (FMR, DOD 7000.14R).
