PURPOSE AND SCOPE:
Supports FMCNA's mission, vision, core values and customer service philosophy. Adheres to the FMCNA Compliance Program, including following all regulatory and FMS policy requirements.
Collaborates with the Division Vice President of Human Resources to develop and implement the recruitment and staffing plan for the pertinent FMS Division. Works closely with Divisional Leadership as a Business Partner to determine staffing needs and prioritizes work and recruitment strategies accordingly to ensure the appropriate recruitment, retention and growth of the FMS talent pool to align with the company's goals and objectives.
DUTIES I ACTIVITIES:
Responsible for driving the FMS culture through values and customer service standards.
Accountable for outstanding customer service to all external and internal customers.
Develops and maintains effective relationships through effective and timely communication.
Takes initiative and action to respond, resolve and follow up regarding customer service issues with all customers in a timely manner.
PRINCIPAL RESPONSIBILITIES AND DUTIES:
Utilizes current knowledge of industry recruiting and staffing strategies and best practices to coordinate, source, interview, and hire all position levels for the assigned FMS Division. Collaborates with Division HR team and management to establish recruiting short and long term goals Participates in recruitment and staffing initiatives as they impact the Divisions.
Helps develop and coordinate the recruitment strategy for geographic regions utilizing web, networking, community, career fairs, campus interviews, and advertising as approved.
Recruits appropriate staff to fill vacant positions using various recruitment initiatives, approaches and skills. Meets regularly with FMS field management to assess current and future recruitment needs with the goal of filling vacant positions as expeditiously as possible.
Obtains and records hiring manager's requirements, identifying appropriate approved job descriptions for the open positions.
Creates recruiting and interviewing plans for the identified open positions as needed.
Inputs the requirements and other pertinent information into the applicant tracking and requisition database.
Ensures the open positions are posted on the appropriate Internal Job Boards and advertised in the appropriate media.
Leverages online recruiting resources such as the internet; resume databases, networking channels, and other direct sources to identify and recruit the best possible candidates.
Reviews and evaluates credentials, work history, education, etc. of applicants to establish eligibility for position, ensuring the appropriate license and visa requirements are met.
Conducts phone screens and provides detailed information on candidates to hiring manager.
Verifies background information on candidates such as license, OIG/GSA, education, and criminal as assigned.
Performs detailed reference checking and/or reference analysis on selected candidates and reviews results with managers as appropriate.
Assists hiring manager with the new hire process and the verbal and written offers as needed.
Conducts follow-up calls and quality improvement studies with hiring managers and new hires to determine the effectiveness of recruiting plans and processes. Evaluates recruitment, selection and placement techniques from feedback data and identifies and implements improvements as needed.
Coordinates recruitment efforts as needed with the FMS and Corporate Human Resource teams. Participates in the development of ongoing creative and cost-effective sourcing strategies and may assist with recruiting projects across the country as needed. Maintains applicant tracking system and database ensuring accurate and current data.
Develop and coordinate recruitment activities with external professional recruitment agencies. Participates in job fairs and other networking and recruiting opportunities and sources. Assists with the development and distribution of the recruiting marketing and communications materials. Attends community outreach programs to market company as a preferred work location.
Reviews annual EEO/AA programs and helps HR VP plan recruitment strategy for attainment and placement goals as determined by FMS and Division annual Affirmative Action reports. Identifies placement goals for each job group and focuses good faith recruitment efforts to reach compliance goals for each placement goal deficiency.
Provides monthly status report on number of recruitment activities to HR Management.
Provides training on recruitment, staffing and retention to field managers, as assigned.
Other duties as assigned.

Bachelor's Degree in Human Resources, Business Administration, or related field needed.
Human Resources Professional certification a plus.
EXPERIENCE AND REQUIRED SKILLS:
Four to six years of progressive healthcare resource staffing and recruitment experience needed (Clinical recruitment experience preferred).
Minimum of four years recruitment in a large decentralized multi-state organization desired.
Excellent communication skills - written and verbal.
Able to support a diverse group of management.
Excellent time management, negotiation, organizational skills, computer skills, multi-task/project management skills along with strong leadership skills desired.
