Reporting to the VP, Chief of Staff, the Vice President, Portfolio Management provides strategic oversight and direction for the eBusiness Development Group's (eDG) portfolio of work and activities. The VP, Portfolio Management is responsible for shaping, driving, and implementing the portfolio management processes and supporting tools.  The VP monitors and reports on the entire body of eDG activities, including projects (5D), operate, maintain, and Business as Usual (BAU); collaborates with and supports eBusiness Directors and Functional Leads in the development of SLAs for business partners; reviews and approves SLAs (subject to approval authority); and reviews and recommends approval of SLAs (that exceed approval authority) to eDG Leadership. 
The VP has a strategic and pivotal role in supporting eDG Leadership in making responsive, yet responsible, commitments to business partners and delivering on those commitments on time and on budget.  Further, the VP also analyzes and assesses the overall mix of work in the eDG portfolio to determine the optimal diversification and composition.  Doing this enables the VP to actively balance the mix of work in the portfolio, in consultation with eDG leadership, in order to deliver effectively on client generated development efforts and align with eDG's strategy.
To accomplish the role, the VP is directly supported by an analyst (to be defined) and informed by a Resource Manager (or an administrative associate who handles resource management), as well as a Financial Manager
Core Responsibilities
         Develop, shape and implement portfolio management processes and supporting tools.
         Track and report on the operational status of eDG's portfolio of work.
         Identify and at times act as the arbiter for resource gaps for eDG Leadership.
         Evaluate draft SLAs, for new work and substantial change requests, for deliverables definition, work scoping, business case, resource planning, cost estimation, pricing, duration and timing, and risk assessment; advise submitting teams on required revisions.
         Approve final SLAs below the authorized threshold, described as initiatives that cost less than $100K, operating work requiring at most 2 functional areas and less than 4 weeks to complete, and routine updates.
         Assess final SLAs above the authorized threshold (see above) and submit to eDG Leadership for approval with a recommendation about impact to operations; identify alternative approaches that may be appropriate.
         Provide operational guidance to and inform the head of the PMO regarding resource availability and forecasts.
         Actively monitor the status of eDG's work, intervening when required to diagnose and resolve issues.
         Periodically assess the composition of eDG's overall work portfolio (e.g., based on size, risk, degree of complexity, service type or priority, and clients), and recommend priorities for new work to eDG Leadership in order to rebalance the portfolio as needed to align with eDG's overall strategy and to  inform the client services efforts.
         Maintain visibility on resource availability and participate in deployment of resources to all activities, including operate, maintain, and BAU work requests to ensure an appropriate balance between responsiveness to client needs and minimizing delivery risk for eDG.
         Help to determine the optimal allocation and diversification over time in order to efficiently manage the portfolio.
 
Accountabilities
         Decisions associated with new work intake and work intake processes.
         Overall operational performance of eDG within defined targets including timeliness of work delivery, resolution of issues, and minimization of cost escalation.
         Portfolio is balanced based on defined criteria, such as risks, costs, maturity of service, complexity of work and degree of client urgency.
         Review of portfolio dashboard with eDG Leadership on a monthly basis.
         Ownership of guidelines associated with work intake and portfolio management processes and tools.

 

Experience and Skills Needed

         Experienced with project management.

         Ability to assess resource requirements and cost estimates for a wide range of work requests.

         Ability to oversee a large, diversified portfolio of work including project, operate, maintain and BAU work.

         Deep understanding of portfolio governance processes and requirements.

         Ability to enforce governance standards and ensure consistency in work intake and delivery.

         Deep understanding of ebusiness services and capabilities.

         Experience reviewing Service Level Agreements for work requests.

         Ability to review and make decisions on work and resources across varied functional areas.

         Ability to inspire others to understand and embrace the concept and components of activity portfolio management.
