Description
This position will support Commander, Operational Test and Evaluation Force (COMOPTEVFOR), Norfolk, VA in the planning, execution, and reporting of Operational Test and Evaluation (OTE) of the AEGIS Ballistic Missile Defense (ABMD) System. The selected candidate will provide technical, analytical, statistical analysis and administrative support in the evaluation of the operational effectiveness and suitability of the ABMD System. Tasking will include: documentation review, test planning support, test operations support, test analysis and reporting, and program management. The selected candidate will assist in preparation of program documents such as Test and Evaluation Master Plan (TEMP), Integrated Evaluation Frameworks (IEF) utilizing Design of Experiments (DOE), and the review of Operational Test Plans, COMOPTEVFOR “Blue” and “Gold” Sheets as required to document risks and deficiencies, and drafting of Final Reports in accordance with COMOPTEVFOR writing style guide and Six-Part Paragraph process and procedures.

Education/Experience:
Applicants must have a Bachelor's Degree with a minimum of five (5) years of total experience or Master’s Degree with a minimum of three (3) years of total experience.

Knowledge, Skills, and Abilities:
Possess strong technical writing skills and be thoroughly familiar with the MS-Office Suite (i.e., MS Word, Excel, and PowerPoint). In addition, within the last five (5) years, candidates must: Demonstrate experience with Developmental Testing (DT), OTE, or Follow-On Test and Evaluation (FOTE); Demonstrate experience and familiarity with the instructions, procedures and documents required for the Navy and Joint Acquisition process; Demonstrate ability to apply analytical methodologies to evaluate the operational effectiveness and suitability of weapon systems and combat/support systems.

Highly qualified candidates may also possess the following: Operational experience with the ABMD System or other similar or associated systems; Defense Acquisition Workforce Improvement Act (DAWIA) TE Level II (or higher) certification; Knowledge and/or expertise with DOE principles and execution or other advanced testing approaches; Demonstrated experience with test documentation and reports complying with COMOPTEVFOR standards, and an understanding of COMOPTEVFOR policy and procedures (e.g. 6PP and final report formats) in the last two (2) years.
