This position will support Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the planning, execution, and reporting of Operational Test and Evaluation (OTE) of aviation systems. The selected candidate will provide technical, analytical, statistical analysis and administrative and material support for the definition, conduct, and analysis of structured integrated test (IT) and OTE. Support will be required in the following forms: Documentation Review, Test Planning Support, Operational Test Design, Test Operations Support, Test Analysis and Reporting, Modeling and Simulation (MS) Support, and Program Management Support. Support will include evaluating the operational effectiveness and suitability of aviation systems, which includes but is not limited to: assisting in preparation of program documents such as Test and Evaluation Master Plan (TEMP) and Integrated Evaluation Framework (IEF) utilizing Design of Experiments (DOE); and the review of Operational Test Plans, COMOPTEVFOR “Blue” and “Gold” Sheets as required to document risks and deficiencies, and drafting of Final Reports in accordance with COMOPTEVFOR writing style guide and Six-Part Paragraph process and procedures.
Education: Bachelor's degree and eight (8) years of experience or a Master’s Degree and six (6) years of experience are required. Completion of the COMOPTEVFOR IEF course desired. DAWIA TE Level II certified desired.
Experience: Candidates must meet the following qualifications: -Navy, Marine Corps, Army, or Air Force fixed wing aviator experience; -Possess operational experience and/or TE experience; -Demonstrated experience assisting with the technical writing aspects of all test documentation complying with COMOPTEVFOR standards, and a familiarity with current COMOPTEVFOR policy and procedures (e.g. IEF development, MBTD, DOE development, and Blue/Gold sheet and Final Report writing). Should have demonstrated experience with DT, OTE, or FOTE, to include Test Plan development and execution and TEMP development in the last two (2) years. Should have demonstrated experience with the technical writing aspects of all test documentation and reports complying with COMOPTEVFOR standards, and an understanding of COMOPTEVFOR policy and procedures (e.g. test plan, 6PP, and final report formats) in the last two (2) years.
Knowledge, Skills and Abilities: Candidate must meet the following qualifications: -Possess a current working knowledge of aviation systems; -Possess a current working knowledge of DoD/DoN instructions and policies with respect to Test and Evaluation (TE) including Requirements Documents, Capabilities Documents, and TEMPs; -Demonstrated skill in formulating, directing, interpreting, and applying test planning/philosophy/policy to ensure TE products are scientifically valid, analytically adequate, and creditable in testing; -Demonstrated ability to independently verify program testing generated data, to include performing complex calculations and explaining results in everyday language; -Demonstrated writing and editing skills; -Demonstrated proficiency with MS Office (emphasis on MS Excel and MS Word) and other software packages. Additionally, should have a working knowledge of tactical operations, and the mission and role of DoD commands and units tasked to operate in varied aviation environments. Should have demonstrated experience with operational test design, to include: the knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions; using scientific rules and methods to solve problems; identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system; the ability to choose the right mathematical methods or formulas to solve a problem; and familiarity with operational test design software, such as “Statistica”, or “Design-Expert”.
