We have potentially numerous program analyst positions available supporting the Chief of Naval Operations (OPNAV) Air Warfare Directorate, N98 in Arlington, VA. OPNAV N98 is responsible for the planning, resourcing, and execution of naval aviation programs, readiness and manpower to the United States Navy. OPNAV N98 falls under N9 Warfare Integration Director, which is responsible for the budgeting and resourcing of all Naval Warfare Systems and Programs. In order to accomplish their mission, N98 requires program analysis support services. The successful candidate will contribute program analyses expertise for the naval aviation requirements process. The support will require direct liaison between requirements officers and program managers across the naval aviation enterprise as well as all other Navy Stakeholders and Enablers to support the development and refinement of executable programs and policies for the Director, Air Warfare N98. Travel to government locations, test sites, and contractor facilities in CONUS and OCONUS are required approximately 10% of the time. The candidate will provide essential professional and technical support services required to facilitate the overall objectives of OPNAV N98; requirements, budgeting, programming, analyses and policy development. The scope of this effort, including on-site support, will encompass strategic assessment and planning; manpower assessment; change management; planning and programming analysis support; financial program management; manpower, personnel, training and education program assessment and management; quantitative analysis, modeling, simulation, and forecasting; and research, development, test and evaluation program management support. The candidate must be highly qualified, academically, as well as professionally, having specialized experienced in naval aviation with specific experience in military manpower, personnel, programming and budgeting. A working knowledge of existing and evolving tools and decisions support systems employed within the enterprise will directly contribute to the objective of the Air Warfare Directorate N98. The candidate will provide a continuum of on-site support to N98’s requirements officers, managers, and analysts. Specific job duties follow: •Monitor programming, budgeting and execution of programmed and budgeted dollars against the execution of approved resources. The candidate will assist Government personnel and administratively prepare and compile information as it relates to the financial management of enterprise investments department-wide as it relates to all of the OPNAV N98 programs. Tasks may include detailed reviews of claimant obligations to verify budgets are properly executed and that investments comply with applicable Executive Orders, Public Laws, and DoD, Joint, DON and CNO guidance, regulations, rules, instructions, directives, procedures, mandates and other requirements. Examples of tasks that may be required include historical database searches, trend analysis and future trend predictions. The candidate will support and aide in the development of POM. •Provide requirements support, POM analysis, Strategic Assessment and studies to include analysis, models, databases, briefings, recommendations and reports. •Provide programmatic support and review programs resourced by OPNAV N98. These programs include business and warfighting programs in support of naval aviation. •Develop, coordinate, track, report, and make appropriate analysis and recommendations to support Government decisions on requirements, milestones, and progress. •Gather information on a specific topic, perform analysis and explain resultant data in detail. •Determine best business practices and lessons learned that may be applied to the naval aviation enterprise. The candidate shall perform research and provide recommendations on significant issues facing the Navy. •Provide administrative support as necessary to facilitate current and future OPNAV N98 operations to include event planning, on-site coordination, and post-event activities. •Provide requirements analysis for the transformation and modernization of warfighting, system integration, interoperability and enterprise solutions that adhere to the common framework and operational concept as defined in the Naval Aviation Requirements Study (NARS) and Marine Aviation Requirements Study (MARS). •Provide programmatic support to Government Personnel to include; database management, technical analysis, assessment, assistance in documentation. •Prepare action memos, talking points, trip reports, POAM, briefs, outlines, draft reports/publications and documentation to support section head and Flag level technical and financial briefings/meetings and major milestone decisions. •Assist Government personnel in identifying, assessing, prioritizing, validating and adjudicating military capabilities and requirements. •Provide database entry, database management and database analysis for all databases used to support OPNAV N98, including PBIS. •Support Government personnel in hosting meetings associated with PPBE requirements generation process, support program analysis, oversight and resource allocations. The tasks include requirements validation and assistance in development of the POM and PR submissions. The candidate will support Government personnel in coordination with Navy, services, agencies, Joint Staff, SECNAV, OSD and allies on aviation interoperability issues. •Support the Government and ensure optimum use of resources and provide recommendations on requirements and procedures for aviation program enhancement. The candidate will liaise with the Fleet, the acquisition communities and COCOMS to assist in the definition and categorization of Fleet requirements. •Prepare and compile information per OPNAV, DoD, and SECNAV guidance as it relates to and in support of PPBE analysis for all programs under the resource sponsor. •Perform studies on a specific topic in studies and analysis, POM analysis, Science and Technology Requirements support, Manpower assessments and Strategic assessments. The candidate will be responsible for defining the situation being studied, describing the methodology for approaching the situation, gathering the data, explaining the resultant data in detail, analyzing the data, and summarizing the analysis/conclusion in reports. •Provide expert level advice and guidance to program managers on development and defense of proposals for DoN, SECDEF, and congressional priorities, in the allocation of resources to operating programs in accordance with policies and constraints. Provide consultation to N98, OPNAV staff, and SECDEF on impact and risks for program/system changes on resource plans and requirements. •Assist with the proper distribution of unclassified and classified documents. •Participate in System Requirements Reviews and provide recommendations/resolutions to issues and actions.
Education/Experience: Bachelor's degree and 7 years of progressive experience in naval aviation or related systems is required. Experience working on a military staff, preferably Navy and preferably budgetary/programming desired. Operational fleet experience desired. Working experience with POM development desired. JCIDS certification or actual work experience with JCIDS documentation PBIS certification and/or recent user experience desired. Completed DAU courses a plus.
Knowledge, Skills and Abilities: The candidate must have strong written and verbal communications skills and mastery of Microsoft Office products (Word, Power Point, Excel) with experience in development of issue generation papers and oral and written Program reviews. Knowledge of Naval Aviation (USN and/or USMC) programs missions and challenges desired. Knowledge and understanding of the PPBE process desired: Actual working experience within the PPBE process including a strong understanding of all facets of the process. Understanding of OPNAV organizational structure, mission and roles desired.
